This scheme is intended to deliver the UK Government's Universal Service Commitment, to ensure that all homes and businesses have access to download broadband speeds of at least 2Mbps (megabits per second), from December 2015. This is alongside the Government's target of improving superfast broadband coverage across Northern Ireland, (speeds of more than 24Mbps) by December 2017.
Under the scheme, residents and businesses which have speeds below 2Mbps will be able to apply for support for a broadband connection, from a range of suppliers. A subsidy will be provided to cover most of the cost of installation and commissioning of the service. The applicant will be responsible for paying any remaining costs of installation and commissioning (if any), for choosing the features of the broadband service required, and for paying the monthly subscription for the service.
The scheme will be available for applications until the end of 2017. The broadband services provided under the scheme will be available to use until (at least) 2022.
